The scene is the Realm of the Elderling Olympics, hosted by the Rain Wilds at Trehaug.

Commentator One to Commentator Two: "Representing the Dragon Traders of Kelsingra, and currently in first place, Thymara the Elderling now steps up to perform her second dive. What's this? It appears the acidic waters of the Rain River have corroded the bottom half of her swimsuit. So much for the impervious nature of Elderling-wrought materials, Jim!"

Unfortunately these beings are smack in the middle of reconstructing the wing membrane, so some wing is missing, and a lot of the scales are pointing the wrong direction.
