Blood of Dragons

I was just browsing on bol.com (a Dutch book site) and I came across Drakenbloed (dragonsblood) by Robin Hobb. There was an excerpt that started with Alice thinking about how Rapskal had told her the city of Kelsingra wasn't for her but for Dragons and Elderlings. So in theory it could be a real Dutch version of Blood of Dragons. But how can that be. How can a Dutch translator make a translation of a book that hasn't come out in the original language yet?
