Spoiler: about Ronica, the Vestrits and Serilla

Hey everyone I'm new to this forum but I love these series and find myself lost in some of the action as I'm French so I figured I'd come here and ask.

Spoiler Alert! (if you haven't read past The Magic Ship)

So here it is: Why do Serilla and Roed Caern think Davad and the Vestrits are traitors to Jamailia, when they themselves (along with River Traders) initiated the riots and kidnapped the Satrap. Especially since Roed himself left Malta dying and killed Davad who didn't do anything since the Satrap was just staying in his house.

I'm not past this point so please no spoilers.
