I think that the reason Tintaglia didn't go to the six Duchies in person is that she was too busy hunting for the hatchlings in the Rain Wilds. I think that after she flew to Aslevjal, she and Icefyre went off to... shall we say enjoy each others company? Persumably, now that she has Icefyre she has lost interest in the weaklings in the rain wilds and couldn't care less if they live or die, which is why she didn't bother coming back.
