Talking to dragons and the skill [SPOILERS]

Hey guys,

This has probably been discussed before, but I am wondering what you think. 

My theory is that being able to converse with dragons is based on whether or not you have the skill ability. The basis for this theory is this.

When Sedric first came to Cassarik he could not hear any of the dragons. After he drank Relpta's (sp?) blood he could speak to her (although I'm not clear on if he could hear the other dragons. So, do you think that his drinking of her blood imbued the skill within him? It's obvious that having the skill is an Elderling trait, so I'm wondering if it can be given to humans just like the changes are
